MOUSSA BALDE E LA SUA FAMIGLIA NON SONO SOLI
Il 14 ottobre saremo davanti al tribunale per dire che Moussa e la sua
famiglia non sono soli, che a Ventimiglia c’è stato un pestaggio
razzista e che il suicidio di Moussa è un omicidio di Stato.
Il 14 ottobre alle ore 9.00 si terrà presso il tribunale di Imperia la
prima udienza che vede come imputati i tre italiani che il 9 Maggio 2021
a Ventimiglia aggredirono Moussa Balde con calci, pugni,tubi di plastica
e una spranga. L'accusa è lesioni aggravate dall'uso di corpi
contundenti. La questura di Imperia ha voluto escludere l'aggravante
dell'odio razziale.
Trasferito al pronto soccorso di Bordighera per le medicazioni urgenti,
Moussa era stato dimesso con 10 giorni di prognosi. Quindi, poichè era
emersa la sua irregolarità sul territorio nazionale, a sole 24 ore
dall'aggressione era stato portato direttamente al centro di detenzione
Cpr di Torino, nonostante le sue immaginibili condizioni di salute e
psicologiche.
Da subito era stato rinchiuso nell’area Rossa insieme ad altri detenuti,
e poco dopo era stato spostato in isolamento all’interno della sezione
denominata “Ospedaletto”, dove già nel 2019 un'altra persona,H.F., si
era tolta la vita dopo esservi rimasta rinchiusa per 5 mesi.
Ad ora non sono chiare le ragioni che hanno determinato la scelta
arbitraria di spostare in isolamento una persona in già critiche
condizioni psicofisiche.
Moussa è finito al CPR senza aver mai firmato nessuna testimonianza
sulla sua aggressione e senza che gli sia stata posta alcuna domanda
sullo svolgimento dei fatti.
Non ha ricevuto nessuna visita psicologica ma è stato rinchiuso a Torino
con ancora i punti in faccia, e mentre il suo avvocato l'aveva cercato
per diversi giorni, nessuno era riuscito a rintracciarlo perchè Moussa
era stato registrato al CPR con un nome diverso da quello segnato dalla
questura di Imperia.
I suoi aggressori giravano a piede libero e lui finiva recluso. Non
poteva sapere che una parte di Italia solidale si stava attivando per
rintracciarlo e sostenerlo, e nemmeno che il video della sua aggressione
era diventato virale su media e social network: all'interno del CPR non
si possono tenere i telefoni, così da essere completamente tagliati
fuori da ciò che succede all'esterno e non poter raccontare quello che
accade lì dentro.
I compagni di prigionia che hanno iniziato una protesta quando hanno
saputo la notizia della sua morte, hanno raccontato che la notte del 22
maggio l'avevano sentito urlare a lungo e chiedere l’intervento di un
dottore senza mai ricevere risposta. La mattina di domenica 23 maggio
2021 è stato trovato impiccato nella sua cella.
Ad oggi la causa ufficiale della morte di Moussa Balde è di suicidio,
nonostante sia anche in corso un'inchiesta per omicidio colposo.
La morte di Moussa non è stata nè “fatalità” nè il frutto di una catena
di inadempienze, ma la conseguenza del razzismo strutturale del sistema
in cui viviamo.
Gli odiosi fatti della vicenda ci dimostrano quanti siano i livelli di
discriminazione che hanno contribuito a coprire la bara di Moussa:
prima le infinite attese per il permesso di soggiorno, tempistiche che
lo avevano spinto a sopravvivere ai margini di questa società da cui,
con ogni sforzo, aveva tentato di farsi accettare seguendo tutto quello
che il sistema dell'accoglienza gli chiedeva di fare, prendendo la
licenza media, imparando l'italiano, facendo volontariato. Dopo cinque
anni di peregrinazioni burocratiche e un tentativo fallito di ritentare
maggior fortuna in Francia, era finito in strada senza più chance nè
progetti, come succede a tantissime persone.
Quindi l'aggressione di gruppo da parte di tre uomini bianchi in pieno
giorno, in centro città e sotto gli occhi di numerosi passanti.
Dopo il danno la beffa, e anzichè ricevere le tutele che avrebbe dovuto
come sopravvissuto a un linciaggio, è stato immediatamente portato al
CPR non per ciò che aveva fatto, ma per ciò che era: un clandestino
senza quei documenti che gli erano stati negati nonostante i suoi
sforzi.
E poi l'ultima botta di un razzismo che gli è stato infine fatale:
poichè Moussa era solo un immigrato sulla strada di tre onorevoli
cittadini italiani che l'hanno massacrato, è stato spinto a pagare col
silenzio quello che ha visto e subito quel pomeriggio del 9 maggio.
Perchè tanta fretta nell'allontanare Moussa da Ventimiglia dato che era
il primo testimone dell'aggressione ai suoi danni? Perchè continuare a
negare per giorni la sua presenza all'interno del centro, quando si
domandava ripetutamemte al CPR se Moussa si trovasse lì? Perchè
costringerlo all'isolamento nel momento di maggiore vulnerabilità?
Sono queste e molte altre le domande alle quali non ci illudiamo verrà
mai data una risposta.
I suoi aggressori sono vivi e liberi, il CPR continua a macinare vite e
Mamadou Moussa Balde è morto a ventidue anni.

MOUSSA BALDE AND HIS FAMILY ARE NOT ALONE
On October 14th, we will stand in front of the courthouse to say that
Moussa and his family are not alone, that there was a racist attack in
Ventimiglia, and that Moussa's suicide is none other than a murder by
the state.
On October 14th at 9 a.m., the first hearing will be held at the Imperia
courthouse involving the three Italians who, on May 9th, 2021 in
Ventimiglia attacked Moussa Balde with kicks, punches, plastic pipes and
an iron rod.
The charge is injury aggravated by the use of blunt instruments. The
Imperia police headquarters want to rule out racial hatred as an
aggravating factor.
Transferred to Bordighera's hospital for urgent medical attention,
Moussa was released with a 10-day prognosis. Then, due to his illegal
status on Italian national territory, only 24 hours after the attack he
had been taken directly to the Cpr detention center in Turin, despite
his concevable physical and psychological condition.
Immediately he was locked up in the Red area along with other detainees,
shorlty thereafter moved to solitary confinement within the section
called "Ospedaletto," where already in 2019 another person, H.F., killed
himself after being locked up there for five months.
Even now, the reasons behind the arbitrary decision to move a person in
an already critical mental and physical condition to solitary
confinement are unclear.
Moussa ended up in the CPR without ever having signed any testimony
about his assault and without being asked any questions about the course
of events.
He received no psychological examination but instead was locked up in
Turin with stitches still on his face, and while his lawyer had been
looking for him for several days, no one had been able to find him
because Moussa was registered at the CPR under a different name from the
one marked by the Imperia police.
His attackers were walking around free and he ended up in confinement.
He could not have known that a part of Italy was taking action in
solidarity to find and support him, nor that the video of his attack had
gone viral on media and social networks. Inside the CPR no one is
permitted to keep phones, so that one is completely cut off from what
happens outside, and cannot speak out about what happens inside.
Fellow detainees who began a protest as soon as they learned the news of
his death reported that on the night of May 22nd, they heard him
screaming for a long time and asking for a doctor's intervention without
ever receiving a response.
On the morning of Sunday, May 23rd, 2021, he was found hung in his cell.
To date, the official cause of Moussa Balde's death is suicide, although
a manslaughter investigation is also underway.
Moussa's death was neither a random 'fatality' nor the result of a chain
of neglect, but the consequence of the structural racism of the system
in which we live.
The hateful facts of this case show us how many levels of discrimination
contributed to covering Moussa's coffin:
firstly, the endless waits for a residence permit, timelines that had
pushed him to survive on the margins of this society by which, with
every effort, he tried to be accepted by following everything the
reception system asked him to do, taking his middle school diploma,
learning Italian, volunteering. After five years of bureaucratic
wanderings and a failed attempt to try his luck again in France, he had
ended up on the street with no more chances or plans, as it has happened
to so many others.
Second, the group attack by three white men in broad daylight, in the
city center and in front of the eyes of many passersby.
After the harm came the mockery: instead of receiving the protections he
should have had as a survivor of a lynching, he was immediately taken to
the CPR not for what he had done, but for what he was: an illegal
immigrant without the documents he had been denied despite his best
efforts.
And lastly, the final blow of a racism that was ultimately fatal to him:
because Moussa was just an immigrant in the face of three honorable
Italian citizens who slaughtered him, he was driven to pay with his
silence for that which he saw and suffered that afternoon of May 9th.
Why such a rush to remove Moussa from Ventimiglia when he was the first
eye witness to the attack on himself? Why continue to deny for days his
presence inside the center when it was repeatedly asked at the CPR if
Moussa was there? Why force him into solitary confinement at his most
vulnerable moment?
It's these and many other questions that we are under no delusions that
will ever be answered.
His attackers are alive and free, the CPR continues to grind lives, and
Mamadou Moussa Balde is dead at the age of twenty-two.

MOUSSA BALDE ET SA FAMILLE NE SONT PAS SEULS
Le 14 octobre, nous serons devant le palais de justice pour dire et
affirmer que Moussa et sa famille ne sont pas seuls, qu'il y a eu une
agression raciste à Vintimille et que le suicide de Moussa n'est rien
d´autre qu'un crime d'État.
Le 14 octobre à 9 heures, se tiendra au palais de justice d'Imperia la
première audience concernant les trois Italiens qui, le 9 mai 2021 à
Vintimille, ont agressé Moussa Balde à coups de pieds, de poings, de
tuyaux en plastique et d'une barre de fer.
L'accusation est celle de blessures aggravées par l'utilisation
d'instruments contondants. La préfecture de police d'Imperia veut
écarter la haine raciale comme une circonstance aggravante.
Transféré à l'hôpital de Bordighera pour des soins médicaux urgents,
Moussa a été relâché avec un pronostic de 10 jours. Puis, en raison de
son statut illégal sur le territoire national italien, 24 heures
seulement après l'attaque, il a été emmené directement au centre de
détention CPR (CRA) de Turin, malgré son état physique et psychologique
indéniablement affecté.
Immédiatement, il a été enfermé dans la "zone rouge" avec d'autres
détenus, puis, peu après, il a été placé à l'isolement dans la section
appelée "Ospedaletto", où déjà en 2019 une autre personne, H.F., s'est
suicidée après y avoir été enfermée pendant cinq mois.
Même aujourd'hui, les raisons derrière la décision arbitraire de
déplacer une personne dans un état mental et physique déjà critique vers
l'isolement cellulaire ne sont pas claires.
Moussa s'est retrouvé au CPR sans avoir jamais signalé ou témoigné de
son agression et sans qu'on lui ait posé la moindre question sur le
déroulement des événements.
Il n'a bénéficié d'aucun examen psychologique mais a été enfermé à Turin
avec des points de suture encore sur le visage, et alors que son avocat
le cherchait depuis plusieurs jours, personne n'a pu le retrouver car
Moussa était inscrit au CPR sous un nom différent de celui enregistré
par la police d'Imperia.
Ses agresseurs se promenaient en liberté tandis que lui s'est retrouvé
en détention. Il ne pouvait pas savoir qu'une partie de l'Italie se
mobilisait par solidarité pour le localiser et le soutenir, ni que la
vidéo de son agression était devenue virale sur les médias et les
réseaux sociaux. À l'intérieur du CPR, personne n'est autorisé à garder
un téléphone, afin que les détenu.es soient complètement coupé.es de ce
qui se passe à l'extérieur et se retrouvent dans l'incapacité de
s'exprimer sur ce qui se passe à l'intérieur.
Des codétenus qui ont commencé à protester dès qu'ils ont appris la
nouvelle de sa mort ont rapporté que dans la nuit du 22 mai, ils l'ont
entendu crier pendant un long moment et ont donc demander l'intervention
d'un médecin, sans jamais recevoir de réponse.
Le matin du dimanche 23 mai 2021, Moussa Balde a été retrouvé pendu dans
sa cellule.
À ce jour, la cause officielle de la mort de Moussa Balde est le
suicide, bien qu'une enquête pour homicide involontaire soit également
en cours.
La mort de Moussa n'est ni une "fatalité" quelconque, ni le résultat
d'une chaîne de négligences, mais la conséquence du racisme systémique
dans lequel nous vivons.
Les éléments haïssables de cette affaire nous montrent combien les
différents niveaux de discrimination ont contribué à recouvrir le
cercueil de Moussa :
tout d'abord, les délais interminables pour l'obtention d'un permis de
séjour, lesquels l'ont poussé à survivre en marge de cette société par
laquelle, à force d'efforts, il a tenté de se faire accepter en suivant
tout ce que le système d'accueil lui demandait de faire, à savoir passer
son brevet des collèges, apprendre l'italien, faire du bénévolat. Après
cinq ans d'errance bureaucratique et une tentative ratée de retenter sa
chance en France, il s'est retrouvé à la rue, sans plus aucune chance ni
aucun projet, comme cela est arrivé à tant d'autres.
Ensuite, l'attaque groupée par trois hommes blancs en plein jour, en
plein centre ville et sous les yeux de nombreux passants.
Après ce traumatisme est arrivé le mépris : au lieu de recevoir les
protections qu'il aurait dû avoir en tant que survivant d'un lynchage,
il a été immédiatement emmené au CPR non pas pour ce qu'il avait fait,
mais pour ce qu'il était : un immigrant illégal sans les documents qu'on
lui avait refusés malgré tous ses efforts.
Et enfin, le coup de grâce d'un racisme qui lui a été finalement fatal :
Moussa n'étant qu'un immigré face à trois honorables citoyens italiens
qui l'ont massacré, il a été amené à payer par son silence ce qu'il a vu
et subi cet après-midi du 9 mai.
Pourquoi une telle précipitation à retirer Moussa de Vintimille alors
qu'il a été le premier témoin oculaire de l'attaque dont il a été
victime ? Pourquoi continuer à nier pendant des jours sa présence à
l'intérieur du centre alors qu'il a été demandé à plusieurs reprises au
CPR si Moussa s'y trouvait ? Pourquoi le mettre en isolement au moment
où il est le plus vulnérable ?
Ce sont ces questions, et bien d'autres, auxquelles nous ne pensons pas
pouvoir répondre un jour.
Ses agresseurs sont en vie et libres, le CPR continue de broyer des
vies, et Mamadou Moussa Balde est mort à l'âge de vingt-deux ans.
